Test Selenium 3 with current browser versions

Selenium 2.53.1 and 3 Docker images were last built in 2016 and 2021, so CI tests Firefox 47/92 and Chrome 53/94, while people use current browser versions with Selenium 3 (see minkphp/webdriver-classic-driver#72).

Changes:

• run Selenium 3 jar on the runner with its preinstalled Chrome/Firefox and drivers instead of Docker image

The runner image is updated about weekly, so browsers can be up to about a week behind the latest release.

Selenium 2.53.1 and 4 jobs still use Docker images.

Firefox hover tests don't fail on Firefox 153+ as they do in minkphp/webdriver-classic-driver#69: this driver doesn't use the Actions API, which is where Firefox remembers the cursor position.

Chrome form tests also don't fail as they do in minkphp/webdriver-classic-driver#68 (clicks not waiting for the navigation they trigger). I think the mouse move before each click avoids it: adding the same move to webdriver-classic-driver made its Form tests pass 5 of 5 runs instead of 1 of 5. Locally this driver still failed in 2 of 49 runs (form submit tests), so the bug isn't fully gone.
