Adds Linux CI for pull requests and main: explicit GCC 14 / Clang 19 builds, all 20 sanitizer-instrumented tests, strict compiler warnings, GCC static analysis, workflow/script linting, redacted full-history secret scanning, temporary-prefix installation, installed-library/pkg-config regex regression tests, Debian packaging, and CodeQL security-and-quality scans. Versioned and unversioned compiler commands are selected consistently and their major versions are checked, with matching LLVM 19 and sanitizer runtime packages. Toolchain installation uses Ubuntu's official HTTPS mirror, noninteractive package installation, bounded timeouts and retries. Actions are pinned with minimal permissions; Dependabot proposes weekly Action updates. docs/CI.md covers local reproduction and one-time merge protection.
Migrates build.c from the removed os_cstr/sx_t OS interface to the current owned char* interface, fixes an allocation-failure cleanup path, respects the configured compiler, and disables LTO for sanitizer tests. CI bootstraps immutable Forge revision b6826ba762a1e9e337895e01ee604b943c682d23, so this PR does not depend on unpublished Forge changes.
Validation: GitHub Actions CI and CodeQL passed for commit a2e47c3 on Ubuntu 24.04, including GCC 14 / Clang 19 builds, all 20 sanitizer tests and the installed shared-library regex suite with each compiler, installation, Debian packaging, GCC static analysis, Actionlint, ShellCheck and Gitleaks.
