The triage and revision workflows switch to the publish-calls action of microsoft/playwright. The agent leaves what must happen on GitHub as typed calls in calls.json, and one job checks and makes them with the app token. It replaces publish-patch and triage-comment. Depends on: microsoft/playwright#43838
