Registers four patch releases. Each is a patch of a version consumers already name, so ^ resolution reaches it without a manifest change.

Both mirrors were downloaded after publication and compared. The descriptor checks (duplicate versions, platform parity, mirror URLs, package name, cross-package references) pass locally.

openkal 0.14.1 states what a started program receives (clause 7.13): the
three streams and its grants, and nothing else. openkal-linux 0.15.1 stops
passing a descriptor for the base directory to every started program
(mcpplibs/openkal-linux#30, a sandbox escape from 0.12.0 to 0.15.0), stops
passing on what the caller inherited, and makes grants arrive by name;
openkal-macos 0.12.1 does the last two. tinyhttps 0.3.3 verifies server
certificates when verifySsl is true (mcpplibs/tinyhttps#20), and adds proxy
credentials, https:// proxies and SOCKS5.

Each is a patch of a version a consumer already names, so caret resolution
reaches it without a manifest change. GLOBAL and CN assets are the same file.

Pins openkal 0.14.1 and openkal-linux 0.15.1, openkal-macos 0.12.1,
openkal-windows 0.10.2, openkal-opensbi 0.8.1 (#498, #499). Through
openkal-linux 0.15.1 a program started with posix_spawn no longer inherits a
descriptor for its base directory (mcpplibs/openkal-linux#30).
