Cuts makegov-tango and makegov-tango-webhooks 0.3.0.

What

• Workspace version 0.2.0 → 0.3.0 in Cargo.toml and Cargo.lock.
• CHANGELOG.md: ## [Unreleased] graduates to ## [0.3.0] — 2026-10-19, with an empty [Unreleased] above it and a makegov-tango-webhooks "no changes, lockstep" note matching 0.2.0.
• README version note and install snippets move to 0.3; docs/WEBHOOKS.md's install snippet moves from the stale 0.1 to 0.3.

Why 0.3.0

The release carries one breaking change (Page<T> is now #[non_exhaustive]) alongside new resources and fields tracking Tango API 5.1.0 through 5.11.0. Pre-1.0, a breaking change is a minor bump.

Testing

• cargo fmt --all -- --check, cargo clippy --workspace --all-features -- -D warnings, cargo test --workspace --all-features and --no-default-features on stable and 1.80.
• cargo publish --dry-run for both crates.

After merge, pushing the v0.3.0 tag runs release.yml, which publishes both crates and creates the GitHub Release.
