Retry the Rust 1.17.1 release prepared and merged in #1224. The first publishing run failed before uploading crates because Markdown backticks in the PR body were evaluated by the release-flags shell step, leaving untracked files.

Pass the PR body through the step environment instead of interpolating it into shell source. A local extraction check verified that backticks and shell substitutions remain literal text while the expected release flags are extracted. No Rust or package version changes in this follow-up.

The underlying release passed 214 Rust tests, the WASM crate compilation check, formatting and lockfile checks, and independent cargo package verification against crates.io dependencies.

Merging this PR retries the existing publishing flow for loro and loro-internal 1.17.1 only.

Keep Markdown backticks and shell substitutions in PR prose from executing in the release-flags step.
