Bundle still ships previous SDK

The bump updates @launchdarkly/node-server-sdk to 9.13.8, but the committed dist/index.js that action.yml runs still embeds SDK 9.13.7. Workflows using this action would keep running the previous SDK, including the format() hang on a trailing %.
