…ister The version advances with every write that can move the count, so the server keeps the newest reading.

Reports sent inside the registration bracket are dropped, so a count change there would wait for the next periodic report.

The refused launch's spy process exits at once, so its own cleanup sends the report in the background.
No GitHub issue or Linear issue exists for this change yet.
What & why
The daemon now numbers every change to how many agents it counts toward its limit, and sends that number with each status report and with each agent start and stop it tells the server about. With kurrent-io/kcap-server#2557, this stops a launch being refused on a daemon that still has a free slot. A server that predates the field ignores it.
Launching an agent on a daemon with a free slot
You saw "at max capacity (5/5)" with only four agents running because the daemon counts a new agent just before it tells the server, and a status report sent in between was counted on top of the start until the next report a minute later. With the number attached, the server knows which starts and stops a report already includes, whatever order they arrive in. A daemon test checks that each report carries the number of the latest start or stop it reflects, and a server test checks the number arrives intact from the daemon's own serializer.
The connect carries the daemon's count and its number too, read together, so an agent the daemon counted before a reconnect and registers after it is not counted twice on the new connection.
