Documents the new network monitoring work: a traps and syslog page, plus updates for SNMP polling intervals and default LLDP/CDP, discovery v3, exclusions and neighbour crawl, top talkers and service names, jitter and path tracing, probable cause, link changes, hosts on ports, the SLA tab, and older-agent behaviour.
Merge once agent 2.11.0 is released along with kloudmate/km-agent#198, kloudmate/kloudmate-backend#1073 and kloudmate/kloudmate-frontend#1066.
