docker: ssh: move base image to debian:trixie-slim - #721

Debian 11 (bullseye) LTS ended on 2026-08-31 and its security updates are no longer available from deb.debian.org, so building the ssh image fails with 404 errors on apt install and breaks CI. Move to trixie, the current Debian stable. The existing sshd_config is valid with OpenSSH 10. CI fails when building the
sshimage (docker/ssh/Dockerfile), e.g. in https://github.com/kernelci/kernelci-api/actions/runs/36589759799/job/109479470492?pr=720:Debian 11 (bullseye) LTS ended on 2026-08-31, so its security updates are no longer served from deb.debian.org. This moves the image to
debian:trixie-slim(current Debian stable).Tested locally: the image builds,
sshd -taccepts the existingsshd_configwith OpenSSH 10.0, host keys are generated at install time, and the container starts and keepssshdrunning.This affects every PR, so it should be merged before re-running CI on other PRs (e.g. #720).
