Corrects damaged text encoding in visible labels, status messages and documentation so punctuation and symbols render normally. Updates the download instructions to the published setup installer and bumps the patch version.
Validation: reviewed the text diff and scanned for remaining damaged encoding. Existing application regression, packaged UI and installer lifecycle checks must pass before merge and release.
