Raises the PHP YAZ extension’s minimum YAZ version to 5.1.0 and removes obsolete compatibility branches.
Changes:
- Aligns Unix, Windows, Debian, and compile-time version requirements.
- Makes CQL support unconditional and removes pre-YAZ 4 scan handling.
