Remove the import-time warning, so the deprecation is carried by the README notice and the package metadata. The notice now names the harp-data package, and the notice, description and replacement URL link the Harp Python documentation rather than the repository.

This PR deprecates the package in favor of
harp-datafrom Harp Python, https://harp-tech.org/python/. The README now opens with a deprecation notice that links the new package and the migration guide. The package metadata marks the project as inactive, flags the description as deprecated, and adds the replacement and migration guide URLs.The deprecation is carried by documentation and metadata only, with no runtime warning. The new packages share the
harpnamespace, so a warning inharp/__init__.pycould also fire on imports ofharp.datain environments that still have this package installed. The CI matrix now pins
ubuntu-24.04, sinceubuntu-latestresolves to Ubuntu 26.04, which no longer provides Python 3.9.
