Update Go to 1.27.3
Use the Go 1.27.3 security release, which fixes crypto/x509 1. Keep
Bazel's SDK selection and the patched coverage toolchain on the same
version.
Validation passed on Linux: runsc version/dependency checks, sync and Nogo
unit tests, both runsc analyzers for AMD64 and ARM64, and buildifier 2.
The sync suite also passed with the race detector, and runsc-race built
successfully 3. Both coverage binaries built with the patched Go 1.27.3
compiler 4. That build disabled remote cache reuse after a GNU ARM
linker overlap stopped the initial attempt before coverage compilation.
