Fix 4 failing CI jobs and add new python versions to CI. Also update changelog - #62

- 4 CI jobs were failing. 3 were because the python versions were no longer supported in the latest ubuntu images so used the same container strategy as python3.6 and python3.7. One failed because EPICS base 3.15 was not compiling with the latest C compiler
- Add CI jobs for python 3.14 and python 3.15 with tests on linux, mac, and windows
- Add pinned release of EPICS base 7.0.10 so we can test latest EPICS vs the pinned version
- Update the EPICS CI scripts submodule and github CI actions versions
- Update the changelog file with the unreleased changes merged into master branch (release planned after 2 more planned PRs are completed)
Update EPICS ci scripts to latest version, add python 3.14 and 3.15 tests on linux, mac, and windows. Add a pinned release of EPICS base 7.0.10 so we test both latest EPICS and a pinned version. Update actions/checkout and actions/setup-python to v7.
