I'm not a big fan of pre-commit hooks or adding python as a dev dependency for it.
https://alirezanet.github.io/Husky.Net would be a alternative that would connect better using dotnet cli tooling and optionally connects better into our build.
That said ./build.sh format locally using our build infrastructure IMO should suffice.
