Medium Risk
Touches TLS certificate automation used for HTTPS RPC; behavior change is limited to retry/backoff on failures, but misbehavior could affect cert renewal timing.

Overview
Updates the certmagex git dependency lock from beabe5c to 7c9e6f4, pulling in upstream changes that address failure backoff when certificate operations fail (per the PR title).

There are no application code changes—only mix.lock. The node still depends on certmagex via mix.exs for HTTPS RPC TLS (CertMagex.ssl_opts, sni_fun, and cert insertion in lib/diode.ex); runtime cert renewal/retry behavior comes from this new commit.
