Considered but skipped

• Network internet access switch (network-services-operator#477): enforcement depends on per-cell rollout, and the docs still say internet access can't be turned off.
• Outbound internet access (NAT66/NAT64/DNS64) (galactic): the feature PRs merged before the window (early Oct), and no customer-visible PRs landed in the window. Consider a separate launch entry.
• Galactic edge, MASQUE, Looking Glass, monitoring, and CNI fixes (galactic#1349, #1350, #1340, #1277, #1013, #1005, #1094, etc.): infrastructure and internal reliability work with no direct customer surface.
• ALB HTTP/2 ALPN and 421 fixes (network-services-operator#660, #667): already covered by the Oct 21 gRPC entry.
