Needs confirmation: rollout status

• Network Load Balancer (Oct 30): the design doc is still alpha/provisional, and there are no public docs or rollout signal yet.
• Billing (Nov 2): applying for payment terms is behind PAYMENT_TERMS_ENABLED, which is set to off in production. If it's still off, remove the "Payment terms" bullet before publishing.

• Skipped: dependency and security bumps, CI and test changes, Go toolchain upgrades, internal Galactic and DNS reliability work, and changes that ship off by default:
  • NLB IPv4, shared listeners, and UDP port ranges
  • Per-network internet access (the default stays Enabled, so customers see no change)
