Needs confirmation: rollout status for the Network Load Balancer entry (the design doc marks it alpha, IPv4 is switched off, and there are no public docs yet) and for the Private DNS entry (the new Private DNS pages exist, but the gVPC and Compute roadmap pages still list it as planned).

Context

• No new posts in the Changelog discussions category since #310, so none of these entries duplicate a post or link to one.
• Skipped: dependency bumps, CI, tests, internal tooling, and NLB IPv4 support, which is off until it's configured. Also skipped the network internet-access switch, because the docs still say you can't turn off internet access.
