Needs confirmation: rollout status

• Network Load Balancer: serving is gated by cell config (off by default). IPv4 addresses are not mentioned because they stay off until the IPv4 address class and per-cell switch are configured.
• Payment terms: applying is behind PAYMENT_TERMS_ENABLED. Per cloud-portal#1695, this flag is off in production.
• VPC internet access setting: enforcement depends on cells being configured as enforcing. galactic-vpc/limitations-and-roadmap.mdx and traffic.mdx still list this setting as a roadmap item.
• Billing GA (cloud-portal#1770): this only takes effect after the change is running in production.
