Adds a decision-model catalog filter and badges, using reported capabilities for installed models, and exposes Ollama's native
/v1/systemoneAPI through the Model Manager proxy. Includes the Ollama v0.40.11 bump required for decision-model support and documents the API URLs.The catalog now loads independently of backend status, metadata requests time out and retry on refresh, and Nginx re-resolves Ollama after container address changes. Model downloads only report success after Ollama confirms completion.
Validation: Docker UI build; browser checks for filtering, badges, mobile layout, and recovery from a stalled API;
python3 ui/tests/check-restarts.pyverifies startup without a backend and recovery after its IP changes. No inference requests were used for the recovery checks.
