chore(oqa): align with MELPA submission requirements - #2

MELPA's CONTRIBUTING.org asks for an Assisted-by line under Author when code was written with AI assistance, and the PR checklist has a box for it. Added to all twelve files. Also add .elpaignore. Without it the published tarball would ship test/, specs/, Keg, codecov.yml, CLAUDE.md and .github, none of which are any use to someone installing the package. package-lint and checkdoc stay clean, tests still 57/57.
