Reduce repeated work in uni, bi and weighted prediction combination for opt-in HEVC decoding, without changing samples.
Background
Combination checked rectangle coordinates for each sample and selected uni or bi arithmetic inside the sample loop. These operations remained after inter interpolation improvements.
What changes
Decoded samples, public production APIs, feature defaults and decoder isolation stay unchanged.
Covered: safe inter prediction combination for both depths, a literal test-support reference, full-output differential tests and a bounded differential fuzz target.
Not covered: interpolation, reference-picture selection, intra prediction, transforms, filters, threading and new SIMD.
After merging: None.
Decisions
Validate every active predictor before writes, then borrow independently strided rows. Padding remains unread and unchanged.
Use signed i32 products and sums because the complete accepted predictor and weight domain bounds the result below magnitude 2^25. Keep the original i64 equations as an independent reference.
Keep the measured safe implementation without new unsafe code or CPU dispatch.
Evidence
Verification run: cargo fmt --all --check; all 43 kernel release tests pass in automatic and scalar-forced modes, including 100,352 complete-output comparisons across both depths, all widths, every denominator and weight extremes. Strict x86 cross-Clippy, all kernel fuzz-bin compilation, 14 HEVC workflow regressions, actionlint and the unsafe inventory pass. Baseline, automatic candidate and scalar-forced candidate match the qualified pinned oracle before repeated reference calls. Full conformance succeeds at 43651dcbf3f789e99bbd58ec4de4d5a7184b4d30 in automatic and forced-scalar modes, including all four census shards in each. The automatic run's native x86-64 and AArch64 differential campaigns pass for all six targets.
Similarity: Head 43651dcbf3f789e99bbd58ec4de4d5a7184b4d30, checked against the current main allowlist: 112 spans, 0 not allowlisted, 0 problems and 0 stale entries.
The HEVC combine kernel now validates predictor inputs and processes uni- and bi-prediction rows with i32 arithmetic. The change adds a test reference, unit tests, a fuzz target, and conformance workflow coverage.

Summary
Combine kernel and arithmetic contract crates/coreav-kernels-hevc/src/inter.rs, crates/coreav-kernels-hevc/src/domain.rs, crates/coreav-kernels-hevc/src/lib.rs, docs/design/hevc-inter-combine.md
combine validates dimensions, denominators, and active predictor samples before writing output. It processes rows with i32 arithmetic and clips results to the sample range. A test-support reference is re-exported, and rectangle accessors are gated to test builds or the test-support feature. The design document describes the arithmetic and verification requirements.
Tests compare uni- and bi-prediction results against the reference for 8- and 10-bit inputs, varied denominators, weights, offsets, and padded strides. They also check the full output buffers.
Fuzz target and conformance workflow crates/coreav-kernels-hevc/fuzz/Cargo.toml, crates/coreav-kernels-hevc/fuzz/fuzz_targets/combine.rs, .github/workflows/hevc-conformance.yml, scripts/tests/test_hevc_simd_workflow.py
The new fuzz target compares kernel results with the reference and checks that errors leave output unchanged. The conformance job includes combine, its workflow test checks for the target, and the job timeout increases from 60 to 90 minutes.

Full details: Title check
Explanation
The title "perf(hevc): combine predictor rows" follows Conventional Commits. It names the main change: the HEVC inter-prediction combination now works on predictor rows instead of per-sample coordinate checks. The raw summary and objectives confirm this is the primary change in inter.rs, with the new fuzz target and tests supporting it. The title is 34 characters, within the template's 50-character limit for the summary.
Full details: Description check
Explanation
The description follows the template's main sections: TL;DR, Background, What changes, Decisions, and Evidence. It gives a clear problem statement, the scope (covered and not covered), design decisions, and verification results, with links to the design docs. Several template parts are missing or weak. The 'How it works' section is absent, and the template says to delete it when the change stays in one layer, so that omission is acceptable. The 'What changes for users' question is answered only briefly. The Background does not name who hit the problem or give a measured cost, and the 'Needs the maintainer' section is correctly omitted. The 'Evidence' section is detailed. The 'Similarity' and pending items are reported honestly. The description also includes the template's sign-off checkboxes. Overall the description is mostly complete, so it passes.

Default bi (8-264): bias = 1 << shift, final >> (shift + 1), i.e. (p0 + p1 + offset2) >> shift2 with shift2 = 15 - bitDepth. Matches.
Explicit uni: shift is log2WD (denom + shift1). Rounding comes before the shift and the offset is added after it, then clipped. Matches. The log2WD < 1 branch can't be reached, because BitDepth admits only 8 and 10, so log2WD is in 4..=13 and 1 << (shift - 1) is always defined.
The output is clipped to 0..=(1 << bitDepth) - 1 for both depths. Offsets scale by bitDepth - 8, which is right while high_precision_offsets_enabled_flag is 0 (Main/Main10). The caller still selects weighted or default per list exactly as before (reconstruction/inter.rs is unchanged), so the weighted_pred and weighted_bipred flag handling isn't touched by this PR.
i32 range: predictors are at most 33247 in magnitude after validation, effective weights are in -127..=255, and offsets are at most 512 after scaling. The worst bi sum is about 1.7e7 plus a bias under 2.1e6, well below 2^31. The design note's 2^25 bound holds.
Panics and indexing
Rect::new and RectMut::new enforce 1..=64 dimensions, stride >= width and len >= (h-1)*stride + w. So chunks(stride) never sees a zero stride, it yields at least height rows, and the last row's get(..width) always succeeds. The zipped row loops can't stop early, and the mid-write Error::Buffer paths can't be reached, so the reject-before-write behavior holds.
4x8, 8x4, 12-, 24- and 48-wide AMP shapes are all inside the shape domain. The new test runs every width from 1 to 64 (height 3), and the fuzz target covers heights 1 to 64 with independent strides and offsets.
Locally (Apple Silicon, one build slot): cargo test --release -p coreav-kernels-hevc --features native-hevc,test-support gives 41 passed, and adding scalar also gives 41 passed. This includes combination_rows_match_literal_full_domain_and_exact_extents.
PR text: the title is 34 characters, uses Conventional Commits and states one outcome. The template is followed, with How it works deleted. There are no hard-wrapped lines, no CoreAV-vs-FFmpeg figures in the body or design note, and no Co-authored-by or Generated-with lines in commits. DCO is signed on every commit. Greptile and CodeRabbit have no open inline findings.
Non-blocking
docs/design/hevc-inter-combine.md, last paragraph: "private reports retain the host, raw calls and CoreAV/FFmpeg ratios" could just say "raw results are retained separately", so the public note doesn't point at private material.
The uni path applies 1 << (shift - 1) unconditionally. That is correct for every depth BitDepth accepts today. If BitDepth ever grows to 14 bits, the log2WD = 0 branch from 8.5.3.3.4.3 would be needed.
Merge gates outside this review are still open: exact-head full and scalar conformance (42463010726 and 42463012851) and the rest of CI are pending, and the similarity guard reports one stale allowlist entry outside this diff.

Delta review of head 43651dc (rebase onto main f449011) against the previously cleared head 3c1dd3a.
PR product files are byte-identical at both heads: combine.rs (fuzz target), domain.rs, inter.rs, inter_tests.rs and docs/design/hevc-inter-combine.md have the same blob ids. An interdiff of each head's diff against its own base differs only in the conflict hunks and the timeout below.
crates/coreav-kernels-hevc/src/lib.rs: main's deblock_chroma_scalar, deblock_luma_scalar test-support export and the PR's combine_reference, interpolate_inter_scalar export each appear once. Nothing was dropped and nothing is duplicated.
crates/coreav-kernels-hevc/fuzz/Cargo.toml: the deblock and combine bins are both present, once each, and both target files exist in the tree.
.github/workflows/hevc-conformance.yml: the differential plan lists horizontal, vertical, sao, intra, deblock and combine. timeout-minutes: 90 covers six 600-second campaigns (60 minutes) plus setup and the six-target fuzz build, which is about the same headroom main's 60 minutes gave five targets. kernel-differential is the last job, so the new timeout-minutes: 90 assertion cannot be satisfied by another job.
scripts/tests/test_hevc_simd_workflow.py: passes at this head. I removed each of the six targets from the workflow one at a time, and the test failed every time. It also fails when the timeout goes back to 60.
Non-blocking: none. CI and the unchanged product diff are outside this delta review.
