ci: bump golangci-lint to v2.14.0 for go1.27.2+ - #1453

setup-go resolves go-version "1.27" to the latest patch, now go1.27.2.
golangci-lint v2.13.2 can't read go1.27.2 export data ("export data
version 5 is greater than maximum supported version 4"), so lint fails
with typecheck errors on any change. v2.14.0 lints cleanly on both
go1.27.1 and go1.27.2.

The lint job now fails on every PR, including ones whose changes are unrelated to the failing packages (example run):
setup-gowithgo-version: "1.27"resolves to the latest patch release. That was go1.27.1 for master's last green run on Oct 6. It became go1.27.2 on Oct 8 and is now go1.27.3. golangci-lint v2.13.2 can't read the export data from go1.27.2 or later, even when built from source with that toolchain. v2.14.0 can.I reproduced it locally on unmodified master (
GOOS=linux):golangci-lint config verifypasses on v2.14.0 with the existing.golangci.yml.This keeps
go-version: "1.27"floating rather than pinning a patch release, so CI keeps picking up Go security fixes (go1.27.2: crypto/tls, net/http; go1.27.3: crypto/x509).
