List scale set jobs in the job listing again - #923

Splitting scale set jobs into their own table also dropped them from "garm-cli job ls". That listing goes back to what it was, the jobs GARM is tracking in one unpaginated table, with a source column naming where each row came from and a pointer to the scale set listing. Completed jobs used to be deleted outright, so they stay out of it unless --all is set. The paginated webhook listing moves to "garm-cli webhook job ls", next to the scale set one it mirrors.
