What changed in this PR
Raises the shared BitCtrl library’s Java baseline from 17 to 21, aligning source code, Maven, CI, and the development container.
Changes:
- Targets Java 21, retains CI coverage on Java 21 and 25, and updates the development container.
- Adopts collection endpoint methods and adds
@Serialannotations. - Advances the version to
3.1.0-SNAPSHOT, documents the upgrade, and removes Travis CI metadata.
