Shared CI release v0.4.0
Description
Update all eight shared CI calls across seven workflows to the immutable v0.4.0 commit,
8ea82196db65b5b0dd67f0b72bb03fa2fa9cf65b, and annotate each pin with the release version. This adopts the release's model defaults, CLI/action dependency updates, and Claude review turn-limit fix.The existing callers use the new defaults: GPT-6 Astra in
us-west-2for Codex work and GPT-6 Luna inus-east-1for notification summaries. Live Bedrock invocation was not exercised by this configuration validation.Demo/Screenshots

Unit Tests
No new unit tests for the version-only update. Actionlint 1.7.12 passes for all seven changed workflows. YAML and reusable-workflow contract checks pass for all eight calls, covering required inputs, secret mappings, and nested permission requirements. Verified that parsed caller configuration differs only in the release references.

Java and cloud integration tests were not run; no Java implementation changed. Live workflow validation will run through GitHub Actions where the configured triggers apply.
