This change points both our aspect-cli and vanilla bazel jobs at Aspect Cloud's remote cache and BES. Windows jobs are excluded because aspect-cli does not support Windows. Fork PRs also do not use Aspect Cloud since they do not have access to the necessary organization secrets.

I also wired up the vanilla bazel invocations inside of test.sh scripts. This works around a bug in Bazel 7: bazelbuild/bazel#26657 Otherwise we would get Missing digest errors.

Test plan

  • Covered by existing test cases

Point the aspect-cli jobs at Aspect Cloud's remote cache and BES via
--remote, with endpoints from a committed .aspect/config.json. Point the
vanilla-bazel smoke job at it via --config=aspect-cloud from a committed
.aspect/bazelrc, which every workspace try-imports. Fork PRs, which get no
secrets, skip both.

Bump the Aspect CLI to 2026.38.24 for deployment support, and move from
the deprecated --task-key to --task:name.

The Aspect CLI, which the aspect-cloud config uses as its credential
helper and workspace status command, does not support Windows.

test.sh shares the output base of the aspect test run before it, whose
remote cache hits were never downloaded. Without the remote cache, Bazel 7
fails with "Missing digest" when an action needs one of those outputs,
and Bazel 8+ rebuilds them locally.

That config sets --execution_log_compact_file, which conflicts with the
--execution_log_json_file this script reads. Clear it for that build, and
forward the script's arguments right after the bazel command so that each
invocation's own flags win.
