fix(delivery): redact version-gated flag tuples in the header Flags line
3b5b0c9 
rc.expand(command = "build") can return (flag, constraint) tuples for
version-gated flags; _redact_arg assumed plain strings and crashed every
delivery task in the resolve phase with "tuple has no attribute startswith".
