Adds changelog management with towncrier: one Markdown fragment per PR in changelog.d/, folded into CHANGELOG.md by make changelog at release time, so concurrent PRs never conflict. Each fragment ends with the author in parentheses.

• changelog.d/README.md with the format, types and attribution rules; short pointers from the developer guide, CONTRIBUTING.md and AGENTS.md
• .agents/skills/changelog-fragment skill that drafts a fragment from the branch diff
• Bootstrap fragments for the history since the port from OpenSearch Benchmark, PRs SOLR-18255 Jans initial port from OSB to solr-benchmark (6 logical commits) #3 to Report raw-request HTTP errors as failed requests #152, grouped by feature where natural and attributed to the PR authors

Nothing enforces fragments in CI; a Solr-style LLM-based PR check is planned separately. Preview the first release notes with make changelog-draft.
