Summary

Python 3.15

• Adds the Programming Language :: Python :: 3.15 classifier.
• Adds 3.15 to the Test workflow matrix (so the full suite runs against Redis and Memcached), the tox env_list and [gh-actions].
• Updates the version range in docs/DEVELOPMENT.md.
• Adds the fragment changelog.d/459.added.md.
• The lint, coverage, docs and release workflows already ran on 3.15 since chore(deps): update dependency python to 3.15 #458.
• No code changes are needed. The suite passes on 3.15 locally with uv sync --locked (1202 passed, 192 skipped, with filterwarnings = error).

Version markers
master now carries 0.5.0 (#450), so the features the docs marked as 0.4.2 (@cached, coalesce=True, HEAD answered from GET) are now marked 0.5.0:

• COMPARISON.md: the markers now say a feature needs 0.5.0 or newer. The FastAPI-CacheX cell of the last row now lists the 0.5.0 requirements (Python 3.10–3.15, FastAPI 0.128.2+) instead of 0.4.1's.
• HTTP_CACHING.md: "before 0.4.2" now says "before 0.5.0".

Both changes are in English and zh-TW.
