Improves OpenSSF Scorecard Pinned-Dependencies score by pinning actions/checkout, bufbuild/buf-setup-action, actions/setup-java and actions/cache to immutable commit SHAs instead of mutable version tags. Signed-off-by: Árpád Csepi <csepi.arpad@outlook.com>

Runs github/codeql-action against the java-kotlin analysis, using the same manual build steps as CI (Rust toolchain, protoc-gen-slimrpc-java, buf-generated stubs, task build) so CodeQL traces the generated SlimRPC sources correctly.
