This pull request updates both the development and production Windows scripts, as well as a related tool, to use the newer nova.settings.ps1 configuration file instead of the older nova.config.ps1. The changes improve configuration file discovery, support backward compatibility, and update documentation and error messages to reference the new settings file.

Configuration File Handling Improvements:

• Both scripts/dev_windows.ps1 and scripts/prod_windows.ps1 now look for nova.settings.ps1 first, but will fall back to nova.config.ps1 or nova.settings.example.ps1 if needed, improving flexibility and easing migration to the new format.
