BS-11: the terms of a function body of the Rust lowering

Stacked on #307 (BS-10), step 4 of #92. Four production roots for rust-std (useTrees, lowerFrame, lowerBodies, foldBodies) held to the Function items of rust::lower by composition with applyMoves of BS-08; figures and the budget decision are on #92 (comment 6387339365) and in VERIFICATION.

Owed by the maintainer at landing (not committed here): bootstrap/lexlean.lock, the packages use_trees, lower_frame, lower_bodies, fold_bodies, bootstrap/expected/, the stack-bound rows, and a recount of BS-05..08 and BS-10 (the vector count of BS-11 is 156 with the new packages among the committed ones, 155 without). The diff against #307 also carries the merge of release/v0.4 at 18de050 (#265); the register is 458 IDs.

#91 stage 4, H4-0: the meaning of the buffer, share, and replace primitives over the model, kernel-checked (SP-28)
…and useTrees

Four production roots for rust-std held to the Function items of
rust::lower by composition with applyMoves: useTrees of CalculusCheck,
lowerFrame, lowerBodies, and foldBodies of RustBodies. The largest
certificate part is 5,327,163 bytes (lowerBodies), under the budget of
5,505,024 the row states. The bootstrap project configures
max_child_output_bytes = 33554432. A binder of the matched type is handed
through keepE and keepP until certificate B accepts it (#310).

Maintainer: closed as a stacked draft whose commits are contained in #315 (e6a6d8eeec), which lands the whole bootstrap stack as one regeneration (owner direction, #15: one PR per landing). Nothing is lost; the review happens on #315.
