docs: record Polygon Polymarket V2 whitelist deployment

What Changed

Record the deployed Polygon Polymarket V2 custom whitelist, with the SignedProposer proxy as its only member and owner.

Evidence

Includes all three successful transaction receipts, block hashes, configuration calldata, verified final state, exact runtime hash and pinned build settings. Also retains verified AccessManager/SignedProposer compiler inputs and source/runtime provenance for the initializer pins.

Validation

• Read Polygon receipts and contract state at the recorded blocks; all three transactions succeeded.
• Confirmed the whitelist runtime exactly matches the previously compiled pinned build, including metadata.
• Checked JSON structure, evidence SHA-256 hashes and consistency with the initializer configuration.
• git diff --cached --check and credential scan passed. No new build or tests run; documentation/evidence only.

Impact

No Solidity changes, deployment, signing, Safe submission or runtime activation. The handoff documents the separate governance and initializer cutover steps without claiming they have completed.
