Summary

Add a durable agent handoff for the ongoing protection-rule parity work, including PR #663's approved/passing snapshot and exact head, integration baseline, implementation boundaries, completed validation, resume checks, toolchain commands and a candidate next slice.

The documentation is on a separate branch from dev so the approved feature PR remains unchanged. Snapshot statuses must be revalidated when resuming.
