The desktop lock still pinned nzb-core 0.2.21, nzb-decode 0.1.5 and nzb-postproc 0.2.9, so cargo test --locked failed every desktop CI run. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Fixes the desktop job (stale desktop/src-tauri/Cargo.lock failed cargo test --locked on 47/47 queue runs) and the flaky e2e category test (409 e2e-cat already exists).
