Add a manual job for the two Ubuntu 26.04 ORAssistant slots before consumer migration.
It checks runner identity, access restrictions, Python 3.10 and 3.12 SSL, and rootless Docker Compose.
Success, deliberate failure, and operator cancellation leave owned markers and a container for the ephemeral supervisor to remove.
The eval probe uses loopback port 8000 and must run while that slot is idle.

Exclude only the required workflow test file from paid evaluation push triggers.
Application and evaluation input changes retain their triggers.
The workflow uses no application secrets or paid LLM calls.

Actionlint 1.7.12 and ShellCheck 0.11.0 passed locally.
The paid-trigger probe failed before the exclusion and passed after it.
The initial Ruff 0.16.9 check passed.
The repository pins 0.16.10, which CI must check.
The backend pytest suite was not run locally because the test dependencies are unavailable.
Real routing, Python downloads, rootless networking, and generation cleanup remain live acceptance checks after pool recovery.

Check the two Ubuntu 26.04 slots without application secrets or paid
evaluation calls.
Leave owned generation data for the supervisor to clean after success,
failure, and operator cancellation.
