feat: add IsInSubnet expectations on IPAddress - #197

Checking that an address lies in a CIDR range is a common need when verifying networking code, and System.Net.IPNetwork is not available on netstandard2.0, so the subnet is parsed strictly and compared by prefix bits, with IPv4-mapped addresses matched across families.
