Replace Dependabot version updates and its approval/auto-merge workflow with the hosted Renovate GitHub App. Adapt CanvasTimeline's configuration to this site's dependencies, using the same conventions as Cliparr and Hermes.
Workflow change: the Dependabot automatic approval/merge policy is removed. Major dependency upgrades can contain breaking changes and still require review. The Renovate App is already installed for all TechSquidTV repositories; this config activates after merge. Existing Dependabot PRs should be retired after cutover.
Validation: Renovate config validator passed in strict repository mode; Prettier, CSpell, and diff whitespace checks passed. GitHub's Validate job passed formatting, lint, unused-code checks, spelling, unit tests, and the type-check/production build on the current commit. The obsolete Netlify project was unlinked, and an empty CI-refresh commit confirmed no Netlify checks run. Cloudflare production deployment is correctly skipped for pull requests. No dependency versions or application files changed.
