Use validated release-candidate tags so things play nice with commute regex

Summary by CodeRabbit

  • New Features
    • Manual AWS beta image builds now support release-candidate tags in major.minor.patch-rcN format. Invalid tags are rejected, and published images use the supplied tag alongside the candidate tag.
  • Documentation
    • AWS extension bundle instructions now describe release-candidate tagging and version counters.
    • Bundle preparation aligns OpenHound and boto3 requirements with the selected build environment, preserves other requirements, and stops publication when dependency conflicts are detected.
