Fixes #50: three gaps in the tia-report input that shipped in 0.5.0. The closed duplicate #48 had already handled them.

• Absolute paths. The report is mounted read-only at /cifail-tia/report.json, so a report under runner.temp, or given as ${{ github.workspace }}/..., is found. Before this, the container saw only /work, and selection-misses exited 2.
• No silence. A check that didn't run (missing report, empty log:, selection-misses refusing the input) now writes a "Not checked: " section to the step summary and PR comment, not only a ::warning::. The output stays empty, as before.
• Inert markdown. Test names, projects and failure messages are code spans. A backtick in them becomes an apostrophe, so it can't end the span. A message is still cut to its first line, and now also to 300 characters.

Tested

• docker-smoke gains two real-image cases: a report under $RUNNER_TEMP (miss found, selection-misses=1), and a missing report ("Not checked", empty output).
• Locally, without Docker, I ran the extracted step script against a stub docker that records its arguments. It checked the mount and the rendering of a hostile name, project and message, the "Not checked" section for a missing report and for exit 2, and the outputs.
• Shellcheck is clean on the extracted step script, and actionlint is clean on ci.yml.
