Flag offline maps that need updating after tile schema changes - #1166

Users should be told to re-download an offline extract when it is missing tile contents the app now relies on, but not after every monthly rebuild that only brings fresher OSM data. planetiler-openmaptiles now writes a hand-bumped soundscape:schema into the tile metadata, which pmtiles extract copies into every extract, and the manifest carries it per entry as "schema". The app reads the schema from each downloaded file itself (0 when absent, which covers every existing extract) and flags the extract when it is older than both the manifest's schema and WANTED_EXTRACT_SCHEMA. So a server-side change the app doesn't use yet, or an app release made before the server has caught up, flags nothing. The manifest is still only fetched when the Offline maps screen opens. Flagged extracts show "Update this map to use new Soundscape features." in the downloaded list on both platforms; the existing Update button does the re-download. The status is translated into all 46 languages, reusing each language's wording from the Update offline map button and its word for app features from the tutorial. Some of this release's features need the new map data, which users with downloaded offline maps only get by updating them. Point them at Offline maps, where each map that needs it now says so. new_version_info_details in all 46 languages. The existing text is kept unchanged and the new paragraph inserted after the release notes one, as in the English. Each quotes its language's offline_maps_title and reuses the main menu wording and form of address from the paragraph that follows.
