Closes #534

This is #565's content. #565 was stacked on the milestone-copy pull request, and when that merged into dev (via #566) #565 was merged into the old branch rather than dev, so the task-set copy is not on dev. This branch holds only the task-set commits on top of dev (no conflicts).

What

A Copy Set of Tasks button next to "Create New Task" (project managers only): tick the tasks that make up the set, give one label per line, optionally a new milestone per set, and each label gets a full copy named <task> - <label>, in order, as new unassigned tasks (same rules as copying a milestone with its tasks). Limits: 50 labels, 100 tasks per set, 500 new tasks at once. Project managers only; every task must belong to the project.

See #565 for the full description and test notes: 19 tests plus the shared "refuses outsiders and contributors" test; typecheck (apart from the existing getJsonSchema.test.ts errors), lint and the full suite (314 tests) pass. Not yet checked in a browser.
