429 응답의 retryAfterSeconds가 버려져 기본 백오프로 너무 일찍 재요청하던 문제를 수정한다.
Evidence
Repository 예외 전달과 결과 판정 테스트가 통과했다. 오프라인 Android 에뮬레이터에서도 WorkManager의 지연·네트워크 조건과 취소를 확인했다. 실제 시간 경과 후 실행과 서버 연동은 별도 확인이 필요하다.
여러 지연 재시도가 겹치면 순서대로 연결되므로 후속 작업은 서버가 준 최소 대기 시간보다 늦게 실행될 수 있다. 연결된 작업은 동기화 취소 시 함께 취소된다.
