Update bundled Moment.js from 2.30.1 to 2.31.0, the latest release containing the fix for CVE-2026-17495. Replace the minified asset with the official npm release and update the SBOM version, dependency references, SHA-256 hash, and changelog.
The advisory affects server-side locale loading; Analytics uses Moment in the browser.
