Fixes instability in tests by addressing incorrect caching and interdependency issues.

Proposed Changes

Update the dependency graph so that we're not running tsc in the middle of another test run.

Reason for Changes

Generator tests have been flaky since moving onto node. The underlying issue was that multiple tasks rely on tsc, package, and/or build, all of which touch the build folder. If the build folder gets destroyed during a run, the tests can fail. Additionally, some of the cache rules were incorrect.

Additional Information

AI was used to diagnose the problem.
