Complete p2 update site and repository metadata - #59

Expose a classic site.xml next to Tycho's category.xml, write p2.index plus uncompressed content.xml/artifacts.xml after the build, and check that layout in CI so Eclipse and GitHub Pages can both resolve the site. Co-authored-by: Kurrle, Philipp <philipp.kurrle+ADVNTST@advantest.com>

This completes the Eclipse update site and p2 repository for the Pull Request Review plugin.
Tycho already built a feature and an eclipse-repository module. This change makes that output a full Equinox p2 site:
Install in Eclipse via Help → Install New Software using https://philipp0205.github.io/eclipse-pull-request-plugin/p2/ or the local target/repository folder.
CI now asserts that repository layout and still director-resolves the feature group IU.
