Closes #191.

Flow generated, System red cost and Cost of lost flow move from Project Settings and the legacy dialog into the Run panel's Analysis section:

  • Flow generated: shown when Capacity is on
  • System red cost: always shown
  • Cost of lost flow: shown when Capacity and Cost are both on

Edits still go to SYSTEM_DATA (flowGenerated, systemRedCost, sysLostCost) through the undoable _on_system_config_changed writer, and the panel re-reads them after every row or undo sync. No file-format change.

Docs: manual Project Settings and Run panel sections, chapters 11 and 12, regenerated manual.html and book.html. The Project Settings screenshot used by chapter 12 no longer shows anything relevant, so it and its capture step are removed (check_links flagged it as orphaned).

Tests: Run panel (46), new system-value tests (4), Inspector, docs gates; ruff and the mypy gate are clean.

…e Capacity and Cost

Flow generated (Capacity on), System red cost (always) and Cost of lost
flow (Capacity and Cost on) move from Project Settings and the legacy
dialog into the Run panel's Analysis section. They still write
SYSTEM_DATA.flowGenerated / systemRedCost / sysLostCost through the one
undoable row writer; no file-format change. Manual and chapters 11 and 12
updated; the Project Settings screenshot that no longer shows anything
relevant is removed.
